In May, he was invited to give a lecture.

It was — at Jiangbei University. The Department of Public Administration. The Dean had — met Lin at a conference in March and had — invited him to speak to a graduate seminar on — "implementation challenges in municipal policy frameworks."

Lin had — at first — declined. He was — too junior. He had — no academic credentials.

Lao Wei had said: "Accept. Ninety minutes. The audience will be — twenty-five graduate students and three faculty. The exposure is — useful for the unit's institutional standing. You can — speak from your own work without disclosing anything sensitive."

He accepted.

The lecture was on May fifteenth.

He prepared for two weeks. He drafted — three iterations of a lecture outline. He practiced the lecture aloud, in the boarding house room he still kept (he had not given it up, despite Su Wanyin's offer to expand the apartment), three times before the day.

The audience — was as Lao Wei had predicted. Twenty-five graduate students. Three faculty. A few additional listeners from other departments who had been admitted by special arrangement.

One of the faculty — Lin recognized — was Professor Hu Wenyi, the man whose article had — broken the Western Industrial Park master plan in April two years earlier.

They had — never met.

Lin spoke for sixty minutes. He answered questions for thirty.

The lecture was — substantive. He used — anonymized examples from the unit's work. He discussed — the structural challenges of implementation tracking. He addressed — the institutional design problems that had — produced the May framework's vulnerability to the parallel chapter narrowing in June 2024.

The questions were — sharp. The graduate students were — better prepared than he had expected. One of them — a young woman from — the western region of the province — asked a question that was — quite probing about the unit's relationship with the Bureau of Environment in the wake of the parallel chapter incident.

Lin answered carefully. He did not — disclose anything sensitive. He provided — a structural answer.

The young woman — nodded. She — appeared to be writing her thesis on something related.

After the lecture, Professor Hu came up to Lin.

He said: "Section Chief — Deputy Director Lin. I have — been wanting to meet you for some time."

"Professor Hu. The honor is mine."

"Your lecture was — substantively careful. I — particularly appreciated the framing of the institutional vulnerability problem. It is — exactly the framing my own research has been pursuing."

"Yes."

"I have — a question. Not for — public discussion. For — between us."

"Yes."

Hu Wenyi looked at him.

He said: "Did you — at any point — have anything to do with the appearance of my article in the Provincial Land Studies Quarterly in March 2024."

Lin — held his face perfectly still.

He said: "Professor Hu. Why do you ask."

"Because — at the time, I was — approached by a man whose name I will not repeat, who suggested that I — write the article. The man knew — extraordinary specifics about my 1996 study and the 1998 reservation provisions. He knew specifics that — only someone with — fresh, recent reading of those documents would know.

"At the time, I assumed the man was — an aide of someone in the city government's research office, working on background. I did not — investigate further.

"In the years since, I have — periodically wondered who — had the fresh, recent reading. The documents are — obscure enough that — only someone with a specific reason to read them — would have read them recently. I have — only gradually realized that — by the timing of the request, the someone was — likely — a junior cadre who was, at that moment, drafting a document related to the master plan.

"The article — produced — the procedural delay that — protected Beishan and Maotai. The man in the lobby benefitted from the delay. The Mayor's office benefitted from the delay. Many people benefitted.

"I have wanted, for some time, to — thank the someone who originated the request. I have — never been able to identify the someone."

He looked at Lin.

He said: "Was the someone — you?"

Lin thought for a long moment.

He said: "Professor Hu. I will — answer obliquely.

"In March of 2024, I was — a junior clerk in the General Office, drafting a brief on the Western Industrial Park ceremony. In the course of my preparation, I had read — fresh — the 1996 study, the 1998 reservation provisions, and the 2001 and 2008 follow-up assessments. I had — observed certain inadequacies in the master plan's reconciliation with the 1998 framework. I had — through certain channels, communicated those observations to the Mayor's office. The Mayor's office had — through unspecified other channels — caused certain corrective developments to occur. Among those developments, an article appeared in the Quarterly under your name.

"Whether I — was — directly involved in the Mayor's channel reaching you is — something I cannot — confirm or deny with specificity. The channel is — not mine. But — the original observations — were — at minimum — known to me at a moment that — would have been useful to whoever was preparing the request."

Hu Wenyi — nodded slowly.

He said: "That is — as much as you can say."

"Yes."

"It is — adequate."

He extended his hand.

Lin shook it.

Hu Wenyi said: "Deputy Director Lin. Thank you. For — the work. Whatever its shape."

"Thank you, Professor."

"If — at any point in your career — you wish to discuss — research questions, or — institutional design, or — simply the texture of policy implementation — you are welcome at my office. The arrangement may, over the years, — be useful to both of us."

"Yes."

That evening, Lin reported the conversation to Lao Wei.

Lao Wei said: "Professor Hu has — connected the dots. He is — not — going to expose anything. He is — offering an academic relationship. The relationship will, over the next decade, be — useful in the same texture-of-the-city way that Wen Qiao is useful, but in a different — academic — register.

"Accept. Visit him — once or twice a year. Bring — substantive policy questions. He will — provide the academic frame. The frame is — institutional protection that — exists outside the city government's network."

"Yes."

"You are — building, Lin, what amounts to — a small ecosystem around your work. The unit. Wen Qiao. Now Hu Wenyi. Director Wang's continuing relationship from her new provincial position. Sun's continued mentorship. Old Su's reputation. Each of these — separately — is moderately useful. Together — they are — a kind of insulation against the kinds of attacks that destroy young cadres in their thirties."

"Yes, Lao Wei."

"Walk safely."

That night, in the apartment, Su Wanyin said:

"You spoke to Hu Wenyi."

"Yes."

"He knew."

"He guessed. Then he asked. Then I — confirmed obliquely."

"Did you tell him your name was — connected."

"He — figured out the connection from the timing. I did not — explicitly confirm."

She thought.

She said: "Two years ago you — silently caused his article to be published, and the article saved Beishan. Tonight he thanked you — without you having to ask for thanks."

"Yes."

"That is — what your work produces, Lin Zhaoxu. The small acknowledgments, years later, by people who — were — affected — without knowing the affecting agent."

"Yes."

"It must be — good to receive them."

"It is — good. It is — small. Lao Wei said it would be — small. The arithmetic of actors is small. He was right."

"Yes."

She kissed him.

She said: "Sleep."

He slept.
