The Pang Test
Pang invoked his debt in late June.
He came to Lin's office on a Wednesday afternoon. He sat across from Lin. He said:
"Lin. I am — calling in the price."
"Yes."
"I need information. Specifically — I need to know whether the Mayor's office has — in the past three months — opened any internal review of my advisory office's expenditure pattern over the past two years."
Lin's mind went very still.
He said: "Why."
"Because — I have observed — small signs that suggest — yes. Three of my staff have been quietly approached by people who are — asking questions that look like background gathering. The pattern is — exactly what would precede an internal review.
"If a review has been opened — I need to know. Not — to obstruct it. To prepare to cooperate fully. If a review has not been opened — but the questions are coming from — someone outside the Mayor's authority — I need to know that, because the questions then suggest — a different kind of threat.
"Either way — I need information. You agreed, in March of last year, that you would provide it within your authority when I asked."
Lin thought.
He said: "Section Chief Pang. The question is — within my authority to investigate, but — a sensitive one. I will — investigate quietly. I will — give you an answer in three days."
"Acceptable."
Pang stood.
He said: "Lin. I want you to know — whatever the answer is, I will not — react inappropriately. If a review has been opened, I will — cooperate. If something else is happening, I will — handle it through appropriate channels. You are — not exposing me to risk by giving me the answer. You are — allowing me to manage what is coming."
"Yes."
He left.

That evening, on the canal bridge, Lin reported to Lao Wei.
He said: "Pang has invoked his debt."
"What does he want."
"To know whether the Mayor's office has opened an internal review of his advisory office's expenditure."
Lao Wei was silent for a long moment.
He said: "Lin. This is — the test."
"What test."
"Whether Pang can — be trusted with — operationally sensitive information from the Mayor's network. He is — directly asking you to disclose — internal Mayor's office processes, in a context where the disclosure is — within your authority but — politically delicate.
"If you give him the answer — and the answer is — yes, a review is open — Pang will know — through your channel — something the Mayor would prefer Pang to learn formally, on the Mayor's timing.
"If you do not give him the answer — Pang will — observe that you are — refusing to honor the agreement we struck in March of last year. He will — calibrate accordingly. He may not — directly retaliate. But — he will — not be — usefully aligned with you again.
"If you give him a partial or evasive answer — Pang will — likely — read the evasion correctly. He will — understand that the answer is yes but that you are — protecting the Mayor's preferred timing. He will — accept this. He will — also — recognize that you are not — fully trustworthy with operationally sensitive information."
"Which is — the right choice."
"All three choices have — costs. The decision is — yours, Lin. I will not — make it for you."
Lin sat for a long moment.
He said: "Is there a review."
"Yes. Opened on April fifteenth. Mayor's authorization. Substantive. The review will issue findings in approximately four months."
"Findings — that will — affect Pang."
"The findings will likely produce — Pang's removal from his current advisory position and — possibly — formal censure. The pattern of expenditure includes — material that — at the time it was occurring, eighteen months to two years ago, was protected by Pang's then-network. The protection has — eroded. The findings will — likely — produce consequences."
"And Mayor wants Pang to — learn through the formal channels. Not through me."
"Yes."
Lin thought for a long time.
He said: "I will — give Pang the partial answer. I will tell him — that yes, something is happening, and I cannot — disclose specifics. I will — respect the Mayor's preferred timing. Pang will — understand my position. The agreement I struck with him in March — will be honored to the extent I can without — exposing the Mayor's process."
Lao Wei looked at him.
He said: "That is — the careful answer. The answer that — preserves all relationships at moderate cost. It is — the answer I would have given."
"Yes."
"Lin. There is — one further consideration. The findings, when they issue, will likely include — material that suggests Pang's expenditure pattern was — connected to Bai's network's operations of 2023–2024. This is — separate from the immediate political moment but — the connection may emerge.
"If Pang knows now that something is — coming — he will — have time to consider whether to — disclose, before the review forces it, his own knowledge of those Bai connections. If he discloses — proactively — his treatment will be — substantially more lenient. If he does not — and the review establishes the connection — he will — face the harshest consequences.
"By giving him the partial answer, you are — giving him the opportunity to — proactively disclose. The opportunity is — at his own choice. You are not — instructing him. You are — providing him with information that — allows him to choose."
"Yes."
"That is — possibly — the additional value of the careful answer. Not — an instruction. An opportunity."
"Yes."

Three days later, Lin met Pang at a small restaurant in the western part of the city.
He said: "Section Chief Pang. The answer is — qualified.
"Something is — happening. I cannot disclose specifics. Whatever you observed in your staff is — likely connected to — a process that — has authority. The process will, in coming months, require your — full cooperation.
"I would suggest — that you — consider, in advance — what aspects of your past activities you would want to — disclose proactively, before the process — formally requests them. Proactive disclosure is — generally — better received than disclosure under formal pressure.
"That is — all I can tell you."
Pang sat for a long moment.
He said: "Lin. Thank you."
"Yes."
"I — understand what you have told me. And — what you have implied."
"Yes."
"I will — consider carefully. The carefulness will likely include — proactive disclosure on certain matters, on my own initiative, in the next several weeks."
"Yes."
A pause.
Pang said: "Lin. The agreement we made in March of last year — has been — honored, on both sides. I accept that the price has been — paid in full."
"Yes, Section Chief Pang."
He stood.
He said: "Walk safely."
"And you, Section Chief."

Pang made — proactive disclosures over the following six weeks.
He disclosed — three specific past activities that the review would likely have found.
The disclosures — substantially reduced the severity of the eventual findings.
When the review issued formally in October, Pang was — removed from his advisory position but — not formally censured. He was — placed in an even quieter advisory role at the prefecture-level cooperative committee. He was — allowed to retire with dignity in two years.
Lin's careful answer in June — had — given him the chance.

That night, Lin wrote in his daily-record notebook:
*Pang test passed. The careful answer was — the right answer. Pang made proactive disclosures. The review treated him with measured response. Lao Wei was right that — the partial answer preserves all relationships at moderate cost.*
*The agreement of March 2024 is — closed. Pang owes me nothing further. I owe him nothing further. The relationship is — at zero, which — given how it began — is the best possible outcome.*
He went to bed.
He slept.
