The night crew was smaller than the day crew: six workers, a site supervisor, a materials handler. They were doing the third-floor concrete finishing work, which required continuous operations when the temperature dropped below the autumn threshold that would slow the curing.
The October night had been cold — the first cold night of the autumn's full arrival, with the temperature dropping to four degrees by midnight. The kerosene heaters had been running at high output to keep the work environment within the required curing temperature range. The northeast quadrant's heater was the oldest one on the site, a unit that had been in service for three seasons and whose fuel line had a hairline crack documented in the site's equipment maintenance log but not yet replaced. The crack had been noted in August. The replacement part had been ordered. The replacement part had not yet arrived by October 9.
At two forty-seven the hairline crack widened under thermal stress. The fuel line failed. The kerosene ignited.
The fire spread to the scaffolding on the northeast quadrant within ninety seconds. The northeast quadrant was the section with the two inadequately documented support joints. The scaffolding on an inadequately documented support system, in the middle of a two forty-seven fire, performed as the inadequate documentation had predicted it would perform — not as a frame that could bear load under emergency stress, but as a structure that would come down when the load was applied at the wrong angle.

He was asleep when his phone rang at four twenty-two. He lay still for a moment with his eyes open and the phone's screen casting light on the ceiling and thought: the knife is out of the drawer.
He thought about Liu Hongbao and Zhang Weifeng. He had known the names were coming for six weeks — he had not known their names but he had known the names were coming, and he had made the calculation about the anonymous inspection request, and had sent it through the county construction oversight office on a Thursday in September. The inspection request had produced a formal inspection notice on September 28. The inspection was scheduled for October 15. The fire had occurred on October 9, six days before the scheduled inspection.
Six days.
He held this. He thought: the inspection request had been too late. By six days. If it had been sent a week earlier, the inspection would have occurred before the fire. If the anonymous inspection request mechanism had been faster. If he had decided sooner to send it. He filed this in the category of things that could not be changed and would have to be carried. He had a separate document — Lin did not know where this had come from, but Lao Wei had the specific quality of a person who received information from channels that required no explanation. He had been reading since five thirty.
He said, when Lin sat down: "Two fatalities. Liu Hongbao, thirty-four, from Anhui, wife and two children. Zhang Weifeng, twenty-seven, unmarried, from Shandong, parents and one sister."
Lin received this. He said: "Yes."
"Four injuries — none life-threatening. The site supervisor, Qi Haofeng, was not on the night crew." Lao Wei set the document down. "Qi Haofeng was not on the night crew. He had left at eight PM."
Lin: "The fire started at two forty-seven."
"Yes." Lao Wei looked at him. "Qi Haofeng left before the night crew's shift was complete. The site supervisor's presence during night operations is required by county construction safety standards. His absence was a protocol violation. But the protocol violation's record will not be in the first narrative." He paused. "The first narrative will be: the construction site was operating under a General Office section's oversight framework. The General Office section received inspection reports — through channels documented in the Personnel Bureau's cross-filing system — indicating violations. The section did not escalate these reports to external oversight. The site continued to operate under the violation conditions. The fire occurred. Two workers died."
Lin: "That is the narrative's structure."
"Yes. It is the narrative Liang Hao has been preparing since June." He said it without anger — the tone of a man analyzing a mechanism, not reacting to an attack. "The narrative's strength is that it has a documented basis: the Personnel Bureau's cross-filing function did receive those reports. Wei Lin'er does work in that bureau. She is a General Office-adjacent contact." He looked at Lin. Lin: "The inspection was scheduled for October 15."
"Yes." The fire had happened. The defense was correct in substance.
