The compliance review's preliminary phase was in its fifth month. Lao Wei's estimate had been four to six months before formal inquiry. The five-month mark: no formal inquiry had arrived. Which meant the preliminary review was either still building, or it had found insufficient material for a formal inquiry and had narrowed its scope. The second possibility was optimistic. The first was more consistent with the pattern.
Lin thought about the mechanics of a DI Bureau preliminary review. At the five-month mark, the review had compiled its preliminary findings — the documents it had collected through the cross-bureau records requests, the informal intelligence from its institutional contacts, the map of the target's activities and relationships over the review period. The compilation would have been assembled by September. The next step in the standard process was a senior review of the compilation by the bureau's internal committee, which would assess whether the findings supported a formal inquiry or required further preliminary investigation. This committee review typically took two to six weeks. If the findings were approved for formal inquiry, the formal inquiry notice would be filed. If not, the preliminary phase continued.
He was, by his calculation, four to eight weeks from the moment of resolution: either the formal inquiry notice or the preliminary phase's extension into a second phase with a narrowed scope. He had prepared for the first. He was prepared to wait through the second. He continued the work.
Lin continued the work with the pattern he had established in April: patient attention without alert alarm. The routing function. The cross-bureau coordination. Lin read the document. He said: "Immediate remediation that did not happen."
"I checked the follow-up log. No remediation action was recorded through the end of August." She looked at the folder. "The site's supervisor is listed as a man named Qi Haofeng. Qi Haofeng is a subsidiary manager under the county industry bureau's infrastructure division. Liang Hao's direct organizational report."
He thought: Liang Hao's instrument at the site level. The violations had been accumulating since June under the supervision of a person in Liang Hao's direct organizational chain. The violations were being documented internally — creating a record that the violations were known — while not being remediated and not being forwarded to external bureau oversight. This was the trap mechanism: the record would show that the violations were known at the site level. The compliance review would ask whether the General Office had been informed. The answer — formally — was no. But the question, once asked in the formal inquiry's context, produced an investigation that required Lin's section to respond.
He said: "The site's formal inspection record — what does the external-facing record show?"
Wei Lin'er said: "Clean. All three reports are internal-only filings. The external record shows the site as compliant through the Q2 inspection cycle." She looked at him. "The external record is the public version. The internal record is the trap version."

He thought: Liang Hao had been building this since the construction site's entry into the county's infrastructure plan in year one. Three reports over three months, accumulating documented violations under direct managerial control, with the external record maintained as clean. When the incident occurred — and an incident would occur; a building with inadequate load-bearing joints and no remediation would eventually produce an incident — the internal record would surface. The question of who knew would be investigated. Liang Hao would have a documented answer: the violations were known at the supervisory level. The question would then expand: was the General Office informed through any channel? The formal answer was no. But if the compliance review found any evidence that General Office staff had received informal information about the site's status — through web channels, through the Personnel Bureau's cross-filing system that Wei Lin'er was citing — the picture changed.
He said: "You are receiving these reports through Personnel Bureau's routine cross-filing function."
She said: "Yes. The function is standard — all inspection reports go to Personnel Bureau for contractor certification tracking. I receive the copies as part of my normal filing function."
Lin: "Your normal filing function is documented?"
"Yes. The function has been my assigned responsibility for fourteen months. The routing is in the Personnel Bureau's operational log."
He thought: if the compliance review looked at Wei Lin'er's filing function and found that she had received these reports, the question would become: did she share them? If she had shared them informally — through the web's channel — that was a form of the General Office receiving information. He looked at her. She met his eyes. "Sent through the web's encrypted routing, not through official channels. Not in any formal document system."
"Can they be found?"
She said: "The web's routing is not stored in any county government system. The message passed through personal devices. There is no institutional record." She paused. "But if a compliance review investigates the web's existence and structure — which would require Liang Hao to have deeper institutional access than we believe he currently has — the channel could be reconstructed."
He thought about this. The web's existence was known to six nodes: Lao Wei, Wang Dequan, Liu Aijun, Li Mingxia, Wei Lin'er, and Lin himself. Of these, three — Lao Wei, Liu Aijun, Wei Lin'er — had been active in the A-7 intelligence gathering. If the compliance review could identify and interview these three and build a picture of their informal communication patterns, the channel would be visible. But Liu Aijun was in the PSB, which had its own institutional protection against DI Bureau investigation interference. Lao Wei was the section chief under whom the compliance review's target worked — direct investigation of Lao Wei would require the bureau to take the escalation risk of appearing to investigate the section chief in order to reach the Deputy Section Chief, which was a move that required the bureau to accept a much larger political cost. And Wei Lin'er was a Personnel Bureau staff member whose cross-filing function was officially authorized, which meant her access to the A-7 reports had a formal institutional cover.
The channel was there to be found if the review was determined enough to take those costs. But finding it would leave marks that Liang Hao's operation needed to avoid leaving.
He said: "Then we proceed as if the channel doesn't exist in the institutional sense. You are receiving these reports through official function. The reports are received. Your official response is to file them according to the Personnel Bureau's standard procedure, which you are doing." He paused. "The unofficial channel has delivered its value. We treat the information as our own observation from this point forward."
She nodded once. "Understood."

Lao Wei received the folder. He read the August 29 report carefully — the quality of reading he gave to important documents, word by word rather than line by line, the full engagement of a person who was extracting every layer of meaning simultaneously. He set the folder down.
He said: "Qi Haofeng. Liang Hao's subordinate."
"Yes."
"Three reports. No remediation. External record clean." He was quiet for a moment. "The incident will come in autumn or winter. The loads will stress the framing through the building's high-use period." He looked at Lin. "Two outcomes are possible. The framing holds through the winter and the issue is visible in spring — a routine inspection from an external party finds the internal reports and asks why they weren't escalated. Or the framing fails. If it fails—"
Lin: "People are in the building."
"Yes." He said it without softening. "Liang Hao is either willing to accept that outcome or he believes the framing will hold and the incident will be the documentation surface rather than the structural failure." He paused. "I do not believe he is willing to accept the second outcome. He is not that kind of man."
Lin: "But he cannot guarantee the first."
Lao Wei: "No. He is gambling on the framing's holding." He looked at Lin. "This is his strategic weakness. He is using a physical object — a building with real people in it — as a bureaucratic instrument. The building will do what the building will do. He cannot control it the way he can control a document."
Lin sat with this. He said: "Can we warn the site? Anonymously?"
Lao Wei said: "We can send an anonymous inspection request to the county's construction oversight office. The request will trigger an external inspection. The inspection will find the reports and require remediation." He looked at Lin. "This will defuse the trap. It will also alert Liang Hao that someone on the site's periphery is aware of the internal reports. He will investigate the source." He looked at Lin. "He will eventually find the Personnel Bureau's cross-filing function and find Wei Lin'er in the chain."
Lin: "And Wei Lin'er is already in his preliminary review's scope."
"Yes." A pause. "The anonymous inspection request has value and a cost. The cost is Wei Lin'er's early exposure."
Lin thought: exposure versus the building's risk. Two people in the building were carrying names in his awareness that he had not yet written in the notebook. He said: "Let me think."
Lao Wei said: "Think tonight. The request needs to go before the end of September if it is going to produce an inspection before the autumn loading cycle."

He was ready. The knife had been in the drawer long enough.

Lin had also been building. He had also been patient. The examination was coming. He was prepared for it to arrive.
He thought: the anonymous inspection request for A-7 — he would send it. The cost of Wei Lin'er's possible early exposure was lower than the cost of two workers whose names he would eventually carry. This was a clear calculation. He would tell Lao Wei tomorrow.
He thought about the two workers. He did not know their names yet. He did not know their ages or their family situations or what village they had come from or what the construction work paid them monthly. He knew they were working on the third floor of a building whose load-bearing joints did not meet standard, under the management of a man in Liang Hao's direct organizational chain who had documented three inspection failures and remediated none of them. He knew they were real people who would either survive the autumn and winter loading cycle or not. He did not know which. The calculation he had made about the inspection request was the one he would have to live with either way: he had decided that their safety was worth Wei Lin'er's early exposure risk. He had made the decision as cleanly as he could make it. He would carry the decision forward alongside whatever came of it.
The canal moved south. The September light moved west. He walked home.
