The Mayor's Offer
The Mayor called him in on January twenty-eighth.
The audience was — fifteen minutes. The Mayor was — at his desk in the seventh-floor office. He was — alone.
He said: "Sit, Section Chief Lin."
Lin sat.
The Mayor said: "Director Wang Lihua will be — transferring in the spring. The General Office needs a new director. I have — three options I am considering. I want to — present them to you and hear your view."
"Yes, Mayor."
"First option. I appoint a senior figure as Director — most likely Director Liang Wenbo from Bureau of Industry, who has the right institutional weight. You serve as Deputy Director. You handle — substantive operations, including the Policy Implementation Unit and the General Office's coordination functions. The Director handles — ceremonial duties and institutional representation.
"Second option. I promote Deputy Director Sun to Director. You move to — a corresponding senior position in a different office, perhaps as a Deputy Director in the Bureau of Industry's policy section.
"Third option. I appoint you directly as Director of the General Office. This produces friction. It is — not impossible, but it requires — provincial-level coordination and would expose you to — significant scrutiny.
"What is your view."
Lin thought for several seconds.
He said: "Mayor. I would — request the first option."
"Why."
"Because — the Director Liang Wenbo arrangement preserves operational continuity for the unit and the General Office's substantive work, while — providing institutional cover for me at twenty-four. Director Liang's seniority addresses the friction that direct appointment would produce. My role as Deputy Director allows — continued substantive responsibility without — exposure to scrutiny that my age would — invite.
"The second option — promoting Director Sun — separates me from the unit and the General Office's substantive work that I have built. The separation would — diminish the unit's continuity. The unit's effectiveness depends on — established working relationships that I have built over eighteen months. Removing me from those relationships would — slow the unit's work.
"The third option — direct appointment — creates risks that — outweigh the benefits at this stage. I would prefer — the institutional cover."
The Mayor watched him.
He said: "You are — declining the title."
"I am — accepting the responsibility."
"Mm."
A pause.
"That is — the answer Director Wang told me you would give."
"Yes, Mayor."
"It is — also the answer I had planned to act on, regardless of what you said. I tell you this because — I want you to know that I am — appointing Director Liang Wenbo not because you requested it but because — it is the right arrangement. Your willingness to — accept the arrangement is — confirmation, not cause."
"Yes, Mayor."
"You will be — promoted to Deputy Director, formally a 副处长 rank. Effective March first. The promotion includes — continued leadership of the Policy Implementation Unit, which will be — institutionalized as a permanent feature of the General Office under your direction. Director Liang will — have formal authority over you, but operationally you will — report to me on substantive matters concerning the unit and the General Office's coordination functions.
"This is — an unusual arrangement. It is — necessary because of your age. It will — over two or three years — be reviewed. If Director Liang serves well in his ceremonial role and you serve well in your operational role, the arrangement may continue. If — circumstances change — we will adjust."
"Yes, Mayor."
"One more thing."
"Yes."
"The unit's mandate will be expanded effective April first. You will — be tracking implementation across — three additional policy frameworks beyond the Western Industrial Park. The frameworks include — provincial cooperation initiatives, the city's water resource management plan, and — certain matters relating to the autumn findings. The unit will need to — hire four more staff. Director Liang will sign off on the hires; you will — make the actual selections.
"You will be — visibly more central to the city's policy coordination than you have been. The visibility is — appropriate to the work. You will — also — accumulate more enemies. Some of them you will be able to identify. Others you will not. We will — manage as the situations arise."
"Yes, Mayor."
"Walk safely, Deputy Director Lin."
The title — when the Mayor used it for the first time — settled in the room like a fact that had — already happened.
Lin bowed deeply.
He said: "Thank you, Mayor."
He left.

In the corridor, his hands were — steady.
He thought: *副处长. Twenty-four. Director Liang Wenbo as cover. Mandate expansion. Four more hires. April first.*
He thought: *Lao Wei was right. The acceleration continues.*
He went back to the office.
He did not — tell anyone yet. He simply — worked through the afternoon at the same pace he had been working for the past eighteen months.
That night, in the apartment, he told Su Wanyin.
She said: "副处长. At twenty-four."
"Yes."
"With Director Liang as cover."
"Yes."
She — was silent for a long time.
She said: "Lin Zhaoxu."
"Yes."
"You are — in territory where my father did not arrive until he was thirty-five."
"Yes."
"And he — fell at fifty-eight."
"Yes."
"You are — moving twice his speed."
"Yes."
"Lin."
"Yes."
"Be — very careful."
"Yes, Wanyin."
She held him.
He held her.
They — for one long moment — did not move.
Then she said: "Eat. You did not have lunch."
He ate.

Director Liang Wenbo — a man in his late fifties with the institutional weight Lin had described to the Mayor — was — formally appointed as General Office Director.
Lin was — formally promoted to Deputy Director, 副处长, effective immediately.
The unit's mandate was — formally expanded.
By the end of March, four new staff had been — hired. By mid-April, the new policy frameworks were — under tracking.
Lin was — twenty-four years old. He was — a Deputy Division Chief in the city government. He was — leading operationally what was, in effect, the city's central policy implementation function.
The arc was — accelerating exactly as Lao Wei had predicted.
