She opened the bag. Inside: a camera, a manila envelope, and a second, thicker envelope.
She took the first envelope. She said: "These are my photographs. I have been documenting the site since July — two or three times per week, from this perimeter, and once from the northeast quadrant's service road." She opened the envelope. She handed him the first print. "The date is in the corner. July 17."
He looked at the photograph. The A-7 site, northeast quadrant, July 17: three men in industry bureau identification vests standing on the second floor's framing, one of them with a clipboard, one with a measuring instrument. Their backs were to the camera. Two of the three were not facing toward him. One had a partially visible face — enough to identify the vest's Bureau logo if you knew what you were looking for.

He looked at the enlargement. The clipboard page was not fully legible but the heading was visible: the county construction safety inspection form's standard header. They had been conducting their own internal inspections and documenting them. They had been on site, with documentation, recording the violations.
He said: "How many visits are documented?"
"Eleven, from July through September. The last one was September 12." She paused. "Six days before I sent you the August 29 report. They were on site six days before your anonymous inspection request."
He thought about the eleven visits over three months. Liang Hao's bureau had been on the site repeatedly — not sporadically, not once or twice for a check, but eleven times in fourteen weeks. The pattern was not the pattern of a bureau performing due diligence. It was the pattern of a bureau that was monitoring the site's deterioration with the specific attention of a party who needed to know the current state of the violations at all times. He thought: Liang Hao's bureau had been documenting their own visits to the site — creating a record of their presence and their inspection activities. The record had been intended as internal documentation of their supervision, which was their bureau's formal responsibility. But the record also placed them as having direct, documented knowledge of the violations that they had not escalated, had not remediated, and had not disclosed to external oversight. He said: "The second envelope."

My father is connected to the county library's administrative archive."
Lin thought: Old Su. Old Su had said: *I am connected to the people who know the people on your web. I am not a node. I am the ground the nodes grew out of.* And the county library's administrative archive received copies of the industry bureau's infrastructure project files as a matter of county document preservation policy. Old Su had known about these files. Had accessed them. Had quietly produced copies.
He said: "Old Su."
She said: "I did not contact him. He contacted me, through the library's internal system, three weeks ago. He sent a sealed document packet with a note: *These are the bureau's own inspection records. They document eleven visits and six violation findings with no remediation actions. The copies are archive-quality. They are legally available through the public archive request process.* That was all."
Lin received this. Old Su had been watching the site through the county library's document preservation channel and had prepared the evidentiary package before the fire. He had known the fire was coming. He had prepared the counter-strike's documentary foundation before the event that would require it.
He said: "Your father knew about this in advance."
She said: "I believe he identified the pattern when the third internal report arrived in August. He would have needed at least four weeks to confirm the archive access and produce the copies properly." She paused. "He did not tell me until he sent the packet."

He said: "You have been preparing for this."
She said: "Lao Wei said the man would move. I prepared."
He looked at her. In the October night, at the fence perimeter, with the site's construction debris still present on the other side of the fence and the air carrying the faint persistent smell of the fire's aftermath — the specific smell of burned construction material that was different from a residential fire, chemical and mineral, the smell that would be in the air around the northeast quadrant for weeks — she was standing with the quality of a person who had been patient for months and had produced the correct result of the patience. He said: "Why didn't you tell me?"
She looked at him. "Because you would have tried to protect me from the exposure. The informal cover was better — a Personnel Bureau staff member on her own time, with a personal camera, walking past a construction site fence perimeter. No formal record. No official connection." He thought: this was the quality of an operative rather than an information channel. She had made a strategic decision about the photography's cover independently, without consultation, and had been correct. He said: "Lao Wei will want to hear this."
She said: "Lao Wei already knows. He received the materials from my separate channel thirty minutes ago." She looked at him. "He said: tell Lin in person. I think he meant: show you that the evidence has a person behind it, not just a file."
He said: "Yes." He looked at the site through the fence. The northeast quadrant's damage was visible in the October night — the scaffolding's absence, the section of the third floor's framing exposed to the sky where the completed sections should have been. Two workers had been in that section. He held this. Then he turned from the fence and they walked back through the October night.

They went to Lao Wei the following morning. Lao Wei spread the two sets of photographs on his desk and looked at them with the quality of a man examining something he had expected but had not known the exact form of. He looked at the industry bureau's internal inspection records — the archive copies Old Su had produced — for a long time. Then he said: "Old Su."
Lin said: "Yes."
Lao Wei said: "He has been in this since the beginning." He said it with a quality that was not surprise — the quality of a person confirming an assessment that had been in formation for some time. Lin: "How?"
"The provincial construction safety investigation will request the industry bureau's inspection records as part of its standard evidence gathering. The bureau will produce its copies of its own records. We will simultaneously ensure that the provincial team knows to request the county library archive's copies — which will be identical to the bureau's copies and will therefore serve as independent verification." He looked at Lin. "The library archive's copies were not produced for this investigation. They were produced as part of normal document preservation. They are what they are regardless of what we do with them." He paused. "Old Su understood this."
Lin thought: Old Su had produced clean evidence through a clean channel and had placed it where it needed to be without creating any obligation or liability for the placing. The ground the web grew out of.
He said: "The counter-strike."
Lao Wei said: "Yes. Liang Hao's narrative says: your section knew and did not escalate. Our counter-narrative says: your bureau knew, documented extensively, and did not escalate or remediate for four months while your named subordinate Qi Haofeng was absent from the site on the night of the fire. The investigation will have to assess both narratives. With these materials, the second narrative is substantially better documented than the first." He looked at Lin. "The knife turns."
Lin thought about what this meant for the compliance review's trajectory. Cui's preliminary review had been building toward a formal inquiry based on the General Office section's handling of the A-7 violation information. The formal inquiry, when it came, would be responding to an environment in which the investigation had already established — through the provincial construction safety team's findings — that the industry bureau's own handling of the same violation information was substantially more problematic than the General Office's. The compliance review's formal inquiry would be launching against a target whose documentary record was clean while the initiating faction's own record was under active provincial scrutiny.
He said: "Cui's formal inquiry."
Lao Wei said: "Will be filed in the next four weeks, regardless of the fire investigation's direction. Cui is committed to the timeline. But the inquiry will now be launching into a very different evidentiary environment than Liang Hao planned for." He paused. "The Beishan case's provincial formal review is also nearing conclusion — four to six months from June means October to December.
