The Dossier Surfaces
Bai's dossier on Lin surfaced in late January.
It came — through a personnel matter on the city government's January reorganization committee. The dossier surfaced — through Director Cui's contribution to the committee's discussion of Lin.
Director Cui produced a small folder. He said: "Comrades. I have — observed, in the past several weeks, that the question of Section Chief Lin's permanent appointment merits — careful consideration. I have — gathered some materials that may inform the discussion."
He distributed the folder. Lin was — not in the room. The dossier was — produced behind his back.

Page one: a summary noting that Lin had been — twice appointed to acting positions in the past nine months at ranks above his career stage, and that this represented — accelerated trajectory uncommon in the city government and worth — examining for consistency with personnel norms.
Page two: a transcript excerpt from the April twenty-fifth Western Industrial Park meeting, attributed to *unofficial sources,* noting that Lin had — at one point — appeared to "hesitate" before answering the Mayor's direct question, and suggesting this hesitation indicated — uncertainty about substantive content.
Page three: a note that Lin had — over six months — had nine documented contacts with a journalist named Wen Qiao, including monthly dinners, and suggesting this represented — improper relationships with the press.
Page four: a note that Lin's marriage to the daughter of a former Bureau Chief raised — questions about whether his rapid advancement reflected — family connections rather than merit.
Page five: a note that Lin's hire of Chen Liang into the Policy Implementation Unit had bypassed — standard Personnel Department review processes (it had not — but Director Cui was citing a procedural detail in misleading framing).
Page six: a recommendation that Lin's secondment as Section Chief — not be made permanent, that the Policy Implementation Unit be — placed under different leadership, and that Lin be — returned to Sun's office at his original Deputy Section Chief rank.

Lin took the folder.
He said: "Yes, Director."
He went back to his desk.

That evening, on the canal bridge, Lao Wei was already there when Lin arrived.
He said: "We have — three weeks. The dossier is — predictable. We had — expected it.
"The Wen Qiao point can be — addressed by — producing a different framing of the dinners. They have been — entirely above-board, of moderate frequency, and — known to your wife. Wen Qiao has — never written about you or about the unit. The dinners are — texture-of-the-city consultations of the kind senior cadres routinely have with the press. We will — frame them this way.
"The Su Wanyin point is — easier. Your career advancement preceded your marriage by a year. The argument that the marriage produced the advancement is — chronologically impossible. We will — establish the chronology cleanly.
"The Chen Liang hire is — a procedural fabrication. The Personnel Department records show — the standard process was followed. Director Cui is — relying on a misreading of the procedure that we will — correct.
"The April twenty-fifth hesitation is — the most dangerous point. It is — partially true. You did — hesitate. The reason you hesitated is — not in any official record. The hesitation is — open to interpretation.
"We will — reframe the hesitation as — careful consideration, not uncertainty. The framing will rely on — the Mayor's subsequent acceptance of your answer, which is in the formal record. The Mayor accepted the answer. The committee cannot — argue with the Mayor's judgment.
"The accelerated trajectory point is — the easiest to handle. We will — present a list of comparable cadres in the city's history who have advanced at similar rates, including several who are — currently on the personnel committee itself. Director Cui himself advanced — faster than you in his early career."
He paused.
"Lin. Your written response will be — clean, factual, methodical. It will — not refer to Director Cui by name. It will — not accuse him of any motive. It will — simply — provide the corrections, paragraph by paragraph, in the order the dossier raises the points.
"The committee will — read your response. Director Wang will — present it. The committee will — then have to weigh the dossier against the response. The dossier is — built on misrepresentations. The response will — establish this. The committee will, by majority, vote to — confirm your secondment as permanent.
"The vote will — not be unanimous. Director Cui will vote against. Vice-Mayor Liu will — likely abstain. The Mayor's loyalists on the committee will vote in favor. The independent members will — vote in favor, on the strength of your response.
"You will — keep the position. Director Cui will be — exposed as having brought a flawed dossier. His standing on the committee will be — diminished. Bai's network will — have suffered a setback.
"This is — option two from September. The slower play. The fuller picture. The setback for Bai's network will be — visible enough to — slow them down. The photographs of Liang remain — in reserve. We will use them later, in some matter that will — produce a larger consequence."
Lin nodded.
He said: "I'll have the response by tomorrow evening."
"Good. Walk safely."

He worked all night.
By six AM, the response was — six pages. Clean. Factual. Methodical. It refuted each point in the dossier with documentary evidence and chronological consistency. It did not — accuse anyone. It did not — speculate about motives. It simply — established the truth on each point.
He submitted it to Director Wang at seven thirty AM.
She read it. She set it down.
She said: "This is — exactly what was needed. Get some sleep, Section Chief Lin. The committee meeting is in three weeks. Until then — continue your work."

He laughed.
