The Cloud Peak, Watched
In late September, Lao Wei put a yellow folder on his desk.
Lin opened it.
Photographs. Six of them. Black and white. Surveillance quality.
Each photograph showed two men entering or leaving the Cloud Peak Teahouse. The photographs were dated, in small handwritten notation in the corner, between June and September.
In each photograph, one of the men was — Liang Hao.
The other man, in each photograph, was — someone Lin did not recognize.
He looked at the photographs for some time.
He looked up.
Lao Wei was at his desk, reading a journal. He did not — meet Lin's eye.
Lin pushed the folder aside. He picked up his pen and continued his work.

That evening, on the canal bridge, Lao Wei said:
"The man in the photographs is — Wu Zhengjun. Forty-seven. Director of the Provincial Bureau of Land Resources Western Region office. Reports to Bureau Chief Han Mingming, who reports to Vice-Governor Bai."
Lin understood, immediately.
"Vice-Governor Bai's network."
"Yes."
"Liang Hao has been meeting with Vice-Governor Bai's network."
"Since June. Approximately every three weeks. The meetings are — not large. They are — coordination meetings. We believe Liang has been — providing Bai's network with information on the Mayor's policy direction, in exchange for — backing in some future personnel matter."
"Bai is — Secretary Han's ally."
"Yes."
Lin sat on the railing for a moment.
He said: "So Liang is — feeding the Secretary's faction. Not through Vice-Mayor Liu's wing."
"Apparently. The June Maotai narrowing — which we attributed at the time to Vice-Mayor Liu's wing — may have been — a different operation than we initially thought. It may have been — Bai's network using Liang to embarrass the Mayor's framework, with Vice-Mayor Liu's wing as — visible cover. The actual orchestrator was, possibly, Bai. Vice-Mayor Liu's wing was — the patsy."
"The Mayor — does not yet know this."
"The Mayor knows that the narrowing was — not authorized. He believes Vice-Mayor Liu's wing did it. He has — adjusted accordingly. He has not yet — looked further."
"Should we — tell him."
Lao Wei looked at the water.
He said: "Lin. This is — the question. We have, on this matter, two choices.
"First — surface the photographs and the connection through the same channels we used in June. The Mayor sees them. He understands that Bai's network has been operating against him through Liang. He acts. Liang is removed. Bai's network suffers a setback. Vice-Mayor Liu's wing is — partially exonerated.
"Second — keep the photographs. Hold them. Wait. Allow Bai's network to continue using Liang for — whatever further operations they have planned. Observe those operations. Build a fuller picture of Bai's network's ambitions in the city. When the picture is — complete enough — surface it through a channel that produces — a substantially larger consequence for Bai's network than the immediate exposure of Liang would produce.
"The first option — is fast. It addresses the immediate threat. It produces a — moderate result.
"The second option — is slower. It carries — risks. Bai's network could, in the interim, succeed in some operation that we would — regret not having prevented. But — if we hold long enough — we could — produce a result that — significantly weakens Bai's faction in the province for years.
"I have — held this folder for two weeks while I have considered. I have — decided I cannot decide alone. The matter affects — your immediate situation, as Liang sits at a desk in your direct working orbit. I want — your view."
Lin sat for a long moment on the railing.
He said: "How dangerous is Liang to me. In the meantime."
"Moderately. He is — passing information about your unit's work to Bai. Bai will use the information to — anticipate the unit's findings and prepare counter-narratives. The counter-narratives will, over time, produce — friction in your unit's reports being accepted by senior cadres outside the Mayor's immediate circle. The friction will not — destroy the unit. It will — slow it.
"He is also — possibly — beginning to gather material for the dossier Wen Qiao mentioned in July. The dossier has not yet — been deployed. It is — being held in reserve, possibly for use in some future personnel matter."
"What kind of personnel matter."
"Most likely — when Director Wang's unit secondment of you ends in February. Bai's network will, at that point, attempt to ensure that you do not — continue at the elevated rank. The dossier will be — material for the argument that you are — too junior for what you have been doing."
Lin thought.
He said: "Lao Wei. I — choose option two. Hold the photographs. Wait. Build the fuller picture. Bai's network is — the larger threat. Liang is — the visible piece of it. Removing Liang now would — be removing a finger. Holding could let us — eventually — take the hand."
"You are willing to — accept the friction in the unit's work."
"Yes."
"You are willing to — accept the dossier when it deploys in February."
"I — would like to — counter the dossier when it deploys, rather than prevent it from being built. The counter is — easier than the prevention. I can prepare for the counter now."
Lao Wei looked at him.
He said: "That is — the right answer. I had — hoped you would say it. But I needed to hear you say it without my prompting."
A pause.
"We hold the folder. We continue to monitor Liang. We continue to monitor Bai's network through other channels. When the picture is full, we surface it. The surfacing will — likely come — sometime in your second year in the unit. Possibly later.
"In the meantime — be careful with Liang. Continue to work as if you do not know about his Cloud Peak meetings. Do not — show any change in your behavior toward him. The change will be — visible to him, and through him to Bai. The folder must — sit unused for some time."
"Yes."
"Walk safely."

That night, at home, Lin wrote in the small private notebook:
*Photographs of Liang Hao with Wu Zhengjun (Bai's network). Held by Lao Wei. Decision: hold the folder, build fuller picture, surface at maximum effect possibly in year two. The work will — be slowed by friction. The dossier will deploy in February. Prepare counter-arguments now.*
He closed the notebook.
He read three poems by Su Shi.
He went to bed.
In the morning he went to work and treated Liang Hao with — exactly the same courtesy he had treated him for four months. Liang did not — notice anything different.
Lin had — passed his first real test of the actor's restraint at the new tier.
