The Unit
The Policy Implementation Unit was established on August fifteenth.
It had — Lin observed on his first day — three rooms on the fifth floor of the building, two windows facing east, and four desks. The desks were — empty. He was the only staff member.
Director Wang's instructions had been: hire two more in the first month. Three within six weeks. Establish the tracking protocols. Begin with the May framework.
He hired Wei Lin'er first.
She was — as Lin had observed in the General Office — careful, methodical, and trustworthy. He had — informally — discussed the position with her over tea on August twelfth. She had — to his surprise — already been told about the unit by Director Wang. She had been — waiting for his offer.
She accepted.
His second hire was — more careful.
He needed someone with field experience. The unit would — over time — need to verify implementation in actual locations. Beishan. Maotai. The other villages and townships affected by the Western Industrial Park and similar projects.
He spent two weeks reading personnel files. He interviewed five candidates. He selected — a man named Chen Liang, thirty-eight, who had worked for ten years in a county-level government in the western part of the province before being transferred to Qingyuan two years ago.
Chen Liang was — quiet. Substantive. Had grown up in a small village himself. Had — when asked what he thought the unit should do — said: *"The work should be — verifying that what is written in formal documents actually happens to people on the ground. That is — usually — not the case. Most implementation is — partial, in ways the senior cadres do not — fully see. Your unit's purpose should be to make them see."*
Lin hired him.

The unit's first project — assigned by Director Wang — was the parallel chapter implementation tracking.
Lin and Chen Liang traveled to Maotai on the first weekend in September.
The village was — small. Seven hundred and twelve people, distributed across perhaps two hundred households along a single dirt road that ran beside a small river. The river fed the aquifer. The aquifer fed the village's wells.
They spent two days. They walked the village. They spoke — through Chen Liang, who had the right rural Mandarin — with the village head, with several elderly residents, with the local water cooperative.
Lin took notes. He did not — speak much.
The village head, on the second afternoon, said: "We have heard — that the city government has — made arrangements to protect our water. Is this true."
Chen Liang looked at Lin.
Lin said: "Yes. The arrangements are — formal. They are — being implemented now. My office is — here to verify that the implementation actually does what the arrangements say it will do."
"And if it does not."
"Then we will — make sure it does."
The village head looked at him for a long time.
He said: "How old are you."
"Twenty-three. Tomorrow."
"Twenty-three."
"Yes."
The village head — almost smiled.
"Walk safely, young Comrade Lin."

That night, in the small guesthouse where they were staying, Chen Liang said:
"You handled that correctly."
"Yes."
"He believed you."
"Yes."
"Do you — believe yourself."
Lin thought.
He said: "I believe — that we will, over the next six months, do everything we can. Whether what we can do will be — sufficient — I do not know. The implementation depends on — many people whose decisions I cannot control. I can — observe, document, escalate. That is the unit's tools. The tools may be — adequate. They may not."
"That's — an honest answer."
"Yes."
Chen Liang said: "Lin. I want to — tell you one thing. If you don't mind."
"Yes."
"I have — worked in the system for fifteen years. I have — seen many young cadres come into positions similar to yours. Most of them — within two years — stop coming to villages. They — manage from offices. They — read reports. They — never — actually walk the road.
"I came to your unit because — Director Wang told me you would walk the road. I have — over two days — observed that you do. I want you to — keep doing it. Don't — over time — become one of the cadres who manages from offices.
"The work that matters — happens on the road. Not in the conference rooms. The conference rooms are — where the formal frameworks are written. The road is — where the frameworks succeed or fail. If you stop walking the road, the unit will — over time — become — exactly the kind of unit it was created to monitor."
"Yes."
"I will — remind you of this, in two years, if I see you stop walking."
"Please do."

They returned to Qingyuan on Sunday evening.
On Monday morning, Lin filed the unit's first implementation report. Three pages. Specific. Identified two minor inconsistencies between the parallel chapter's enforcement mechanism as written and the implementation as observed.
The report went to Director Wang.
Director Wang circulated it to the Mayor's office, the Bureau of Environment, and the Bureau of Industry.
Within seventy-two hours, both inconsistencies had been — corrected.
Maotai's water was — slightly safer.

That evening, at home, Lin wrote one line in his daily-record notebook:

He went to bed.
