The Note
The note arrived at the back-alley restaurant on a Friday evening in late June.
Lin was eating noodles alone — Lao Wei had been called to a meeting elsewhere — when the old woman set it on the table beside his bowl. She did not say anything. She returned to her counter.
The note was — a single piece of paper folded once. No envelope. The outside read, in careful handwriting:
*June 30, 7 PM, here.*
He recognized the handwriting from the back of a similar folded note he had seen once before, on the small table by Su Wanyin's apartment door, in the form of a small note her father had left.
But this was not Old Su's handwriting.
It was — Wen Qiao's.

On the evening of June thirtieth, Lin arrived at the restaurant at six fifty-eight.
Wen Qiao was already there. She was sitting at the table by the window — the one Lin and Lao Wei usually used. The old woman had — by some unspoken arrangement — placed her there. She was eating a small bowl of noodles and reading a newspaper.
Lin sat at a different table.
He ordered. He waited.
Wen Qiao, without looking up from her newspaper, slid a small folded paper across the floor with her foot.
It came to a stop near Lin's chair.
Lin, after a moment, dropped his napkin.
When he picked it up, he picked up the folded paper as well.

He walked home along the long route. In the boarding house room, he opened the paper.
Three lines. In the same careful handwriting as before.
*Parallel chapter draft circulated to Bureau of Environment last week. I have a copy. The southern reservation framework has been — narrowed. Maotai's aquifer protection clause has been replaced with a "monitoring protocol" containing no enforcement mechanism. Beishan's western framework has been preserved. But Maotai will lose its water within six to nine years if this goes through.*
*Window for intervention: 30 days, until formal review begins.*

He read the note three times.
Then he burned it in the small stove.
He sat at the desk for some time.
He thought: *The Mayor's office has — narrowed the southern protection. Either the Mayor has decided that Maotai is acceptable collateral for whatever political compromise was needed to get the parallel chapter through, or — someone in the Mayor's office has narrowed the protection without his explicit authorization, and he does not yet know.*
He thought: *I cannot — directly — go to the Mayor. I am too junior. The Mayor would — perceive the approach as Lin overstepping. The cost would be — high.*
He thought: *I cannot — go to Sun. Sun is — close to the Mayor's network. Bringing the matter to Sun would be — informing the Mayor through Sun's channel, with the same risks.*
He thought: *I can — go to Liu Aijun. The web. The web's whole purpose is — exactly this kind of moment. If the substance has been narrowed in a way the Mayor would not — fully — endorse if he were paying attention, the web is the channel that — surfaces the narrowing without direct attribution.*
He thought: *But — Liu Aijun is, herself, in the Mayor's network. The web overlaps with him. Surfacing this through her may — itself — feed back to the Mayor in a way that exposes me.*
He thought: *Or — I can go to Lao Wei. Let Lao Wei decide which channel is appropriate.*
He decided: Lao Wei.

He met Lao Wei the next morning at the canal bridge.
He told him.
Lao Wei listened. He did not — for a long moment — respond.
Then he said: "How did you learn this."
"A source."
"Wen Qiao."
"Yes."
"Mm. The arrangement you made with her — has produced its first delivery. The delivery is — substantive. She did not — come to you with rumor. She came to you with a specific document she has seen. That is — the kind of source we keep.
"On the substance. The narrowing of the southern framework is — concerning. I will — check, through my own channels, whether the narrowing was — authorized at the level it should have been. If it was — we accept it and move on. If it was not — we surface it.
"Give me three days. I will tell you what I find."
"Yes."
"In the meantime — say nothing. To anyone. Including Sun. Especially Sun. I will manage the channels."
"Yes."

Three days later — on a Wednesday morning at six AM, on the canal bridge — Lao Wei said:
"The narrowing was — not authorized at the Mayor's level. It was inserted by someone in the Bureau of Environment's drafting team, on instruction from — we believe — Vice-Mayor Liu's office. The Mayor has not seen the parallel chapter draft in its current form. He has been — given a summary that does not flag the narrowing.
"This is — a deliberate effort by Liu's wing to undermine the May framework after the fact. They cannot — block the framework. They have — decided to gut it from inside the implementation."
"What do we do."
"We surface it. Through Liu Aijun. She will — find a way to ensure the Mayor sees the unsummarized draft. The Mayor will then — correct the narrowing himself. Liu's wing will not — be able to prevent the correction once the Mayor has seen the draft directly."
"And me."
"You — do nothing. Continue your work. Be — exemplary. The surfacing will happen. You will not be visibly involved."
"Yes."
"Wen Qiao."
"Yes."
"You will — at the back-alley restaurant on Friday evening — leave a small folded note on the corner table. The note will say only: *Thank you. The matter is being addressed.* You will not sign it. She will see it when she comes to retrieve any reply you might leave. She will understand. The arrangement will continue."
"Yes, Lao Wei."
"Walk safely."

The Mayor saw the unsummarized draft on the following Tuesday.
By Thursday, the narrowing had been reversed. Maotai's aquifer protection clause was restored — strengthened, in fact, with a more specific enforcement mechanism than the original.
Vice-Mayor Liu's office was — quietly — reprimanded. Liang Hao, in Lin's office, was — observed by Lin to receive a phone call on Thursday afternoon at three-fifteen, after which Liang did not eat lunch and did not look up from his desk for the rest of the day.
Lin understood — without being told — that Liang's Cloud Peak meetings had been — connected to the parallel chapter narrowing. Liang had been — feeding information, perhaps procedural details, to whoever had been organizing the sabotage. The reversal of the narrowing had — exposed those efforts to whoever had been organizing them, and they had — informed Liang that his usefulness in this matter was over.
Liang would now — Lin understood — try something else.

Friday evening, Lin left the small folded note on the corner table at the back-alley restaurant.
*Thank you. The matter is being addressed.*
He sat at his usual table. He ate his noodles.
Wen Qiao did not come that evening. The note was, the old woman told him with a small nod the next time he came, picked up by a young woman the following morning before opening.
The arrangement was — established.
